In Portugal, your home insurance covers your civil liability for your pet against damages caused to third parties. However, ever since the enactment of Law-Decree 313/2013, Portugal requires owners of dogs considered “dangerous” to take out specific civil liability insurance.

If your pet gets lost, the insurance company will pay for the costs involved with searching for it (newspaper or radio adverts) and holding it while you arrive to collect it.
In the event of a theft, you may be compensated with a minimum of €300. For animals of race, proof must be provided (pedigree, registration with the race registry, invoice, etc.) to the insurance company so it can offer a better indemnity. .
Accidents that may be covered by vet assistance include: accidents on the road, aggression between animals, fractures, trauma or internal injuries affecting the pet’s normal activity, accidents in a vehicle in which the animal is travelling, falls leading to trauma or internal injuries, the ingestion of foreign objects, heat exhaustion, burns, injuries or granuloma caused by foreign objects in the eyes, ears or skin as well as all other types of bodily injuries as a result of a violent, sudden, external and independent cause not attributable to the insured including vandalism.
Vet assistance covers all costs connected to your pet’s accident up to €1000: x-rays, analyses, electrocardiograms, surgery, anaesthesia, additional costs for surgical materials, medications, osteosynthesis, prostheses and/or fibro endoscopy, pre- and post-operative care, clinic stays as well as home-based vet care.

Since 2003, Portuguese law has made the conditions for owning dogs considered potentially dangerous harsher by establishing an exact list of “dangerous” races*:
- Brazilian mastiff
- Argentine dogo/li>
- Pit bull terrier
- Rottweiler
- American Staffordshire terrier
- Staffordshire bull terrier
- Tosa Inu
- All owners of a dog on this list are required take out civil liability insurance
- The dog must be kept on a lead in all public places and wear a muzzle
- The dog must be duly registered with the competent authorities who will issue a “licence”
Moving to Portugal with your cat or dog will require you to observe a few rules. Since Portugal is a Member State of the European Union and a member of the Euro Zone and the Schengen Area, bringing pets (dogs, cats) from another Member State of the European Union into and travelling through Portuguese territory with them is subject to European law.
Therefore, anyone moving to Portugal from UK with a cat and/or dog must observe the following criteria:
- The animal must be at least 15 weeks old (however, dependent dogs and cats under 3 months old without a valid rabies vaccine may enter Portugal if accompanied by the mother)
- The animal must be identified (electronic chip or clearly legible tattoo)
- Updated rabies vaccine (after identification, valid 21 days after Primo injection)
- In possession of a “European passport” for your animal, duly completed by a vet
